Leadership
MANDATE
- Mandate Statement
The Renewed Hope Ambassadors (RHA) is a coordinated national public communication, civic enlightenment, and party outreach platform established to support the administration of President Bola Ahmed Tinubu.
The platform exists to communicate policy outcomes, achievements, and milestones of the Tinubu Administration to Nigerians at the grassroots, while simultaneously serving as a structured party outreach and mobilization initiative of the All Progressives Congress (APC).
The RHA operates as an interface between government, party structures, and citizens, ensuring that national reforms, programs, and results are clearly understood, widely disseminated, and responsibly engaged with—particularly at the ward, LGA, and community levels.
- Nature of the Platform

These channels shall serve both public enlightenment and party engagement objectives.

- Submit structured reports to the Presidency and relevant MDAs through defined reporting channels
This feedback loop is designed to improve policy implementation, communication effectiveness, and citizen trust.
- Guiding Principle
The Renewed Hope Ambassadors platform is anchored on the principle that:
Governance outcomes must be communicated, understood, defended with facts, and reinforced through citizen participation.
Renewed Hope is therefore not only a policy agenda—it is a national communication, mobilization, and engagement responsibility
Framework
While the Renewed Hope Agenda of President Bola Ahmed Tinubu is implemented through eight (8) official priority areas, public engagement under the Renewed Hope Ambassadors (RHA) is deliberately structured around five (5) consolidated, communication-ready priority themes.
This distinction is intentional.
- The 8 Priority Areas guide government action, policy design, budgeting, and institutional coordination.
- The 5 Priority Themes guide public explanation, civic engagement, and grassroots communication.
Together, they ensure that policy implementation remains technically sound, while public communication remains clear, accessible, and effective.
The Eight Official Priority Areas of Government
At the policy and governance level, the Tinubu Administration is anchored on the following eight priority areas:
- Reform the economy for sustained inclusive growth
- Strengthen national security
- Boost agriculture and food security
- Unlock energy and natural resources
- Enhance infrastructure and transportation
- Focus on education, health, and social investment
- Accelerate economic diversification (industry, digital, creative economy)
- Improve governance for effective service delivery
These priorities reflect the full scope of government action and remain the authoritative reference framework for ministries, departments, agencies, and subnational governments.
The Five Communication-Ready Priority Themes
For public communication and engagement, particularly at community and ward levels, the Renewed Hope Ambassadors consolidate the eight priority areas into five thematic frames designed to simplify understanding, strengthen message coherence, and support meaningful citizen participation.
- Fiscal & Macroeconomic Reforms
(Derived from economic reform and governance priorities)
This theme covers economic restructuring, public finance discipline, revenue reforms, and macroeconomic stability.
- Social Protection & Cost of Living
(Derived from education, health, social investment, and food security)
This theme addresses social safety nets, education access, health outcomes, and measures directly affecting household welfare.
- Infrastructure & Productive Economy
(Derived from infrastructure, energy, agriculture, and natural resources)
This theme covers roads, power, transport, housing, agriculture, and industrial productivity.
- Jobs, Enterprise & Opportunity
(Derived from diversification, industry, digital economy, and entrepreneurship)
This theme focuses on job creation, MSMEs, youth enterprise, innovation, and private-sector-led growth.
- Governance, Institutions & Democracy
(Derived from governance and security-related institutional reforms)
This theme addresses service delivery, institutional transparency, democratic processes, and citizen trust.
Security & Community Safety
Although security is interlinked with governance, it will be explained separately at the grassroots. Security Is Treated as a Distinct Explanation Theme because citizens experience insecurity directly in their daily lives—through safety, livelihoods, mobility, and community stability—and therefore require clear, focused, and responsible communication.
Separating security from broader governance prevents message dilution, avoids misinformation, and allows explanations to build confidence without sensationalism or unnecessary alarm.
From Themes to Blocks: The Explanation Structure
Within each of the five priority themes, the Renewed Hope Ambassadors operate using specific explanation blocks.
Blocks represent concrete reform stories—such as tax reform, fuel subsidy removal, exchange-rate unification, housing delivery, or electoral reform—that citizens can easily recognize and discuss.
This ensures that Ambassadors do not speak in abstractions, but in clear, identifiable reform narratives tied to everyday experience.
RENEWED HOPE AMBASSADORS (RHA) PLANNING DOCTRINE
- Purpose of the Doctrine
This Planning Doctrine establishes the conceptual and operational framework for how the Renewed Hope Ambassadors organize, interpret, and communicate the reform, delivery, and achievement agenda of President Bola Ahmed Tinubu.
Its objective is to ensure clarity, consistency, and discipline in planning and messaging—preventing reform overload, message distortion, and grassroots confusion.
- Core Planning Principle
Reforms must first be organized internally before they can be explained externally.
Accordingly:
- Themes organize thinking
- Blocks organize explanation
- Scripts organize delivery
No RHA activity shall proceed without first identifying the relevant planning theme.
- Thematic Planning Framework
All policies, achievements, milestones, and success stories of the Tinubu Administration shall be organized under five (5) planning themes:
- Fiscal & Tax Reforms
- Social Protection & Human Capital Investments
- Infrastructure & Productive Economy
- Jobs, Enterprise & Opportunity
- Governance, Institutions & Trust
These themes serve as the content backbone for:
- Training
- Engagement calendars
- Communication materials
- Mobilization campaigns
- Grassroots engagement sessions
- Explanation Doctrine (Field Rule)
No Ambassador, Coordinator, or Mission Officer explains:
- More than one explanation block at a time
- More than one theme in a single engagement
Every explanation follows the Three-Step Explanation Order:
- What was wrong
- What was done
- What it means for the citizen
- Specialization & Role Clarity
RH Ambassadors shall be thematically specialized, not generalized.
- Some Ambassadors focus on:
- Fiscal and revenue issues
- Social protection and cost of living
- Infrastructure and jobs
- Governance and trust
No individual is expected to explain the entire reform universe.
- Planning Discipline
All RHA planning documents, activities, and materials:
- Declare the theme being addressed
- Identify the linked explanation block
- Specify the target audience
- State the intended citizen takeaway
- Strategic Outcome
This doctrine ensures that:
- Reforms are digestible
- Messages are repeatable
- Citizens are not overwhelmed
- Trust is built progressively
- Mobilization is informed, not emotional
